OctoCue Receiver is supported on Windows 10 64-bit only.
If you try to install on a 32-bit version of Windows it'll fail - more details here.
The receiver app is a ZIP file containing a self-installing executable that runs on Windows 10. To install it, unzip the file and open
OctoCue receiver-x.x.x Setup.exe.
The application will install and run. During this process, you may be asked by Windows Firewall if you're happy to allow OctoCue receiver to communicate over public and private networks.
This is expected behaviour and you'll need to allow communication over private networks (as a minimum) to allow the receiver app to work.
Uninstall the app using the standard
Add or remove programs tool in Windows 10.
